Arkansas never appears in the "Enrollment Not Allowed" column of USI's Professional Licensure Disclosure, the version marked "Updated Fall 2025". The two licensure columns answer a different question: whether the degree would satisfy the Arkansas State Board of Nursing if you apply for licensure there.

Precepting under Arkansas's reduced-practice law
AANP puts Arkansas in its reduced-practice group. In plain terms, every Arkansas NP works under a regulated physician agreement for some slice of the job, and a handful of drugs sit behind a physician protocol before an NP may order them. Ask a prospective NP preceptor how that arrangement plays out, since it shapes the prescribing you will watch and help draft. USI's own bar for preceptors lives on our preceptor requirements page.
Nothing in the Arkansas board's published rules asks a school based elsewhere to clear a clinical-only placement first. Its prelicensure standards come into play for outside schools opening a program on Arkansas soil, and its APRN program rules lean on national accreditation. That is a reading of the text, which nobody at the board has signed off on. One wrinkle matters more: the Nurse Practice Act excuses students from licensure only in board-approved programs, so your own RN license does the heavy lifting.
Most Arkansas NP students hunt around Little Rock, North Little Rock and Conway, in the Fayetteville, Springdale and Rogers corridor, and near Fort Smith or Jonesboro. Little Rock alone holds CHI St. Vincent, a CommonSpirit hospital, next to Baptist Health and the academic system UAMS Health; Arkansas Children's is the pediatric specialist; farther west, Mercy runs hospitals in Fort Smith and Northwest Arkansas. Read those names as places where preceptors practice, never as sites with an arrangement to host USI students. Our research found no Arkansas tax credit or cash incentive for preceptors.
Your RN license and the Fort Smith state line
Wherever a clinical hour happens, USI expects your RN license to be valid there and carry no encumbrance. Arkansas has been a working compact state since early 2018 (NCSBN's table gives January 19), so a multistate license issued by Arkansas carries you into other compact states too. The separate APRN Compact is not Arkansas law, which means the NP license you earn later is a fresh application to the Arkansas board.
The Fort Smith metro spills into Oklahoma. Oklahoma belongs to the compact, yet USI does not enroll Oklahoma residents in its NP tracks, so ask the Graduate Clinical Liaison before you count on a site across that line. FNP and PMHNP students who log telehealth hours must also hold a license where each patient is sitting.

Can an Arkansas resident start USI's online FNP program?
Yes. Arkansas is absent from every Enrollment Not Allowed list on USI's disclosure, and the MSN FNP row says the program meets Arkansas's educational requirements. The AGACNP and PMHNP rows read the same way. The FNP program guide covers credits, the three clinical courses and their 750 direct hours.
Does my Arkansas NP preceptor need a collaborating physician?
Almost certainly, for some part of their practice: that physician tie is why AANP files Arkansas under reduced practice. The arrangement belongs to your preceptor, and you have nothing to file about it. USI looks at the preceptor's license, specialty certification and years as an advanced provider, and the Graduate Clinical Liaison approves the match before your first hour.
Which license do I use for clinicals in Arkansas?
If Arkansas is your home state, your Arkansas RN license, which as a multistate compact license also works in other compact states. USI adds one condition: it must be unencumbered. Arkansas has stayed out of the APRN Compact so far, so your nurse practitioner license later comes through the Arkansas State Board of Nursing on its own.
Must the Arkansas board approve USI before my clinicals start?
Nothing in the Arkansas board's published rules or guidance says so. Its program-approval standards deal with schools creating programs inside Arkansas, and that reading still awaits confirmation from board staff. If a site asks, the Nursing Clinical Coordinator at usi1nursing@usi.edu is the right office to answer for USI.
Can FNP students in Arkansas spend hours in pediatrics?
In NRSG 645, FNP students may place part of the 250 hours at specialty sites such as pediatrics, keeping the majority in primary care. A pediatric preceptor still needs USI's approval, a signed Preceptor Packet and a site-signed Clinical Education Agreement before hour one.
