The Texas BON approval list, and why it is not about you
Texas has a reputation for making outside nursing schools apply before their students set foot in a Texas clinic. That duty belongs to programs preparing people for a first nursing license: vocational programs, diplomas, associate degrees, BSNs and entry-level master's degrees, NC-SARA members among them. The board's education guideline on the subject, numbered 3.1.3 and revised in May 2026, stops there. RN completion programs and graduate APRN programs are outside the scheme, so USI's absence from the board's roster of cleared schools is exactly what you would expect. If a site coordinator raises it, the Nursing Clinical Coordinator at usi1nursing@usi.edu can confirm it for USI.
Chapter 219 of the board's rules sets standards for APRN education. Its preceptor section lets APRNs and other licensed clinicians who can teach serve, and it wants a written agreement tying school, preceptor and clinical agency together. That chapter binds programs seeking Texas approval, and nationally accredited programs sit outside it, so treat it as background. USI's own standards are on the preceptor requirements page.
Precepting where NPs work under delegation
AANP puts Texas in its restricted column. A Texas NP works under a physician's delegation and supervision, signs protocols with a physician that last as long as the career does, and can prescribe Schedule II drugs only in certain settings. Behind every NP preceptor in Texas, then, stands a delegating physician. USI lets FNP and AGACNP students train with physicians and physician assistants as well as NPs, while PMHNP students must work with a psychiatric NP or a psychiatrist. Search areas follow the population: Dallas-Fort Worth-Arlington near 8.5 million people, Houston near 7.9 million, then San Antonio and Austin at roughly 2.8 and 2.6 million. Big employers across those metros run from University Health in San Antonio to Houston Methodist, with UT Southwestern Medical Center, Baylor Scott & White Health and Texas Health Resources also large. Read them as places Texas NPs practice, never as a promise of a USI placement.
Texas does reward some preceptors with a partial tuition exemption at public colleges, but only RNs precepting in public undergraduate programs that lead to first licensure. A preceptor for a USI NP student is outside that group, and the state's Nursing Shortage Reduction Program pays schools rather than individuals.
Licensure, compacts and trips to Evansville
Texas has run the current Nurse Licensure Compact since its January 19, 2018 launch and has not enacted the APRN Compact. A Texas multistate license reaches Louisiana, Oklahoma, New Mexico and Arkansas, all compact states, but USI enrolls residents of only the last two; ask before planning hours in Louisiana or Oklahoma. USI's MSN has no fixed on-campus immersion, though faculty may ask any student to come to Evansville to show clinical competency. From most of Texas that means a flight, so leave room for it.

Questions USI students ask
Is USI on the Texas BON's list of cleared out-of-state programs, and does it need to be?
It does not need to be for graduate clinicals. That roster, and the rules behind it, cover schools preparing students for a first RN or vocational license. USI's MSN, certificate and DNP clinicals sit outside the scheme; USI itself still approves each preceptor and site and signs a Clinical Education Agreement with the facility.
Will my Texas preceptor get the state's preceptor tuition break?
Not for precepting you. Texas limits that break to Texas-resident RNs who precept, under a written agreement, students in public undergraduate programs heading toward first RN licensure; the statute is Texas Education Code 54.356. Graduate and NP preceptors, USI's included, fall outside it, and the state's shortage-reduction grants go to Texas schools rather than to individuals.
Can a physician precept my USI FNP clinicals in Texas?
Yes, within USI's rules. For NRSG 643, FNP preceptors may be family NPs, physician assistants or primary care physicians, and the later FNP courses widen to specialty clinicians. In Texas, NP practice already runs under physician delegation, so physicians are a natural part of the preceptor search.
Is a USI degree accepted for a Texas APRN license?
USI's disclosure says every NP program meets Texas's educational requirements, and the table dates that answer Fall 2025. Your Texas APRN application still goes through the Texas Board of Nursing, which may add steps beyond academics, as USI's disclosure itself warns; check the board's site as graduation nears.
