Mississippi residents and the University of Southern Indiana's online programs
A Mississippi address closes every online nursing program the University of Southern Indiana lists. Twelve rows name Mississippi outright, among them the MSN nurse practitioner tracks where USI rates its curriculum as meeting Mississippi's rules. The three post-master's certificates leave Mississippi off their ban but grade the curriculum "Does Not Meet," and USI's admission rules exclude applicants in exactly that position.

Mississippi's row in the disclosure
The Professional Licensure Disclosure, marked "Updated Fall 2025," lists MS under "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" for the online RN-to-BSN, all six doctorate rows (the leadership BSN-to-DNP included), the three MSN nurse practitioner tracks and both leadership MSNs.

The certificate gap, closed by USI's own admission rule
For the FNP, AGACNP and PMHNP certificates, the table puts Mississippi under "Does Not Meet Requirements" yet leaves it out of the enrollment ban that the MSN rows for the same specialties apply. On its face that is a hole in the list.
USI's Full Admission Requirements page fills it: applicants living "in a state in which USI does not meet licensure/certification requirements" are ineligible for the graduate nursing program. A Mississippi nurse holding an MSN should treat the certificates as closed, and anyone who spots a newer table should confirm with the Graduate Chair and APRN Director before applying.
Who regulates clinicals in Mississippi
Mississippi divides the work. Practical nursing programs go through the Board of Nursing, but RN and graduate degree programs sit under the state's higher-education trustees, the Institutions of Higher Learning board, or IHL. When a school from elsewhere places students in Mississippi, IHL holds it to Mississippi standards and treats the clinical practicum as physical presence in the state.
Physical presence means an IHL Nursing Education review of the program, which may take three months, and the IHL procedures manual dated August 2024 tells out-of-state programs to ask for it at least four months before the start. SARA participation, or MCCA authorization for distance education, is also required, and USI's NC-SARA membership answers that part. On licenses, IHL wants each post-licensure APRN clinical student to hold an unencumbered RN license for the state of the clinical.
Practice, employers and licensing
AANP grades Mississippi as reduced practice: every NP there needs the board's approval for a collaboration with a Mississippi-licensed physician or dentist, and your preceptor's collaborator comes with the placement. Larger employers include Forrest Health, Singing River Health System, UMMC (the University of Mississippi Medical Center), North Mississippi Health Services and Memphis-headquartered Baptist Memorial Health Care, whose hospitals include Mississippi Baptist Medical Center in Jackson. The metros are Jackson, Gulfport-Biloxi and Hattiesburg, plus the Mississippi portion of greater Memphis (roughly 278,000 residents). None is presented as a USI site, and no Mississippi preceptor incentive is recorded.
Since January 19, 2018, Mississippi has been in the Nurse Licensure Compact. The board's view: a nurse in good standing who lives primarily in a member state can work across member states, and no employer can demand a second, remote-state license. There is no APRN Compact yet. For FNP and PMHNP telehealth hours, video visits with Mississippi patients count only on a license that reaches Mississippi.

Questions USI students ask
Can a Mississippi nurse with an MSN join USI's post-master's FNP certificate?
Treat it as closed. The certificate rows omit Mississippi from their ban list, but they grade the curriculum "Does Not Meet" for Mississippi, and USI's admission rules make residents of such a state ineligible. If a newer version of the table changes those cells, get written confirmation from the Graduate Chair and APRN Director before you apply.
Is USI's online RN-to-BSN open in Mississippi?
No. The RN-to-BSN row bars Mississippi, as does every other online row except the certificates, which the admission rule closes anyway. Only the on-campus BSN, a prelicensure degree taught in Evansville, carries no state restriction, and the table rates it as meeting Mississippi's RN requirements.
Why does IHL, not the Board of Nursing, matter for a Mississippi clinical site?
Mississippi puts degree-granting nursing programs, RN and graduate, under its higher-education trustees (IHL) and leaves practical nursing programs to the Board of Nursing. IHL reads an outside school's clinical practicum as physical presence and reviews the program before its students begin.
Does my Tennessee multistate license cover a clinical site in Mississippi?
For your RN license, yes, as long as Tennessee is your primary state of residence: Tennessee and Mississippi are both compact members, and a multistate license meets IHL's license standard. The site itself still depends on USI clearing IHL's review for the program, which the Graduate Clinical Liaison can confirm before you commit.
