The Nebraska line in USI's disclosure
Nebraska is missing from every "Enrollment Not Allowed" cell on USI's Professional Licensure Disclosure ("Updated Fall 2025"), and every APRN row lists it under "Meets Requirements".

Why Nebraska's board stays out of your placement
Nebraska's Department of Health and Human Services, which houses the Board of Nursing, draws a clean line. Prelicensure programs teaching Nebraska students must contact the board and may need approval; programs for nurses who already hold a license, whether online or on site, are simply not something the board regulates. Your MSN, certificate or DNP clinicals are post-licensure, so no Nebraska approval form stands between USI and your site.
Two other points from the department shape your year. It treats the student's physical location as the place of practice, in line with NCSBN guidance, which is why your license must be good in Nebraska. And it says nursing programs work out preceptor arrangements directly with facilities, with the program setting preceptor qualifications for post-licensure students. In your case that means USI's standards, listed on the preceptor requirements page, are the ones that count.
A housekeeping note: rosters published from July 2026 drop the stand-alone APRN board and list APRN, CNS and CNM members among the Board of Nursing's seats, with terms that began July 1. That looks like a consolidation, but no statute saying so has surfaced; the DHHS nurse licensing page is where to confirm.
Precepting in a full-practice state with a 2,000-hour runway
AANP's map shades Nebraska full practice, but only after a runway: a newly licensed NP spends the first 2,000 practice hours with a supervising provider on record. A preceptor still inside that window works with someone looking over their shoulder, which can be worth knowing when you plan how prescribing and sign-offs will run in your rotation.
Most Nebraska searches center on Omaha, a metro of about one million that spills into Iowa, and on Lincoln, with Grand Island as the third anchor. Large employers there include Nebraska Medicine, CHI Health and Bryan Health, along with the Nebraska Methodist Health System and, for pediatric exposure, Children's Nebraska. They are examples of where NP preceptors practice, not organizations holding USI placements. No Nebraska preceptor incentive appears in our research.
Licensing on both sides of the Iowa line
Nebraska has sat in the current Nurse Licensure Compact since its January 2018 start, though its lawmakers have left the APRN Compact unenacted. Because Iowa is also a compact state, and USI enrolls Iowa residents, an Omaha student eyeing a clinic on the Iowa side can usually cover it with a Nebraska multistate license once USI approves the site. USI's condition never changes: wherever clinical hours happen, your RN license there must be unencumbered. Questions USI students ask
Can I take USI's online PMHNP program while living in Nebraska?
Yes. USI's disclosure lists Nebraska under Meets Requirements for the MSN PMHNP and never under Enrollment Not Allowed. For clinicals, remember USI's PMHNP rule: your preceptor must be a PMHNP or a licensed psychiatrist. The PMHNP program guide lays out the three clinical courses and their hours.
Is there a Nebraska approval USI needs before my clinicals begin?
Not for graduate clinicals. Nebraska DHHS says the board regulates prelicensure programs and leaves post-licensure programs, including online ones, alone. USI still approves your preceptor and site through the Graduate Clinical Liaison and needs a signed Clinical Education Agreement before any hours count.
Can my Nebraska preceptor be an NP in the 2,000-hour transition period?
Nebraska itself sets no preceptor standard for post-licensure students, so the test is USI's: board certification in your specialty and at least one year as an advanced provider, among other points. An NP who meets those can still be completing Nebraska's supervised hours. The Graduate Clinical Liaison makes the call on each preceptor.
Can I train at an Iowa clinic near Omaha?
Iowa belongs to the Nurse Licensure Compact and is a state USI enrolls, so a Nebraska multistate license generally covers an Iowa site. USI approves the preceptor and site like any other, and Iowa's rules apply there. The Iowa guide covers them.
