South Carolina is fully open to the University of Southern Indiana's online nursing programs: on USI's licensure disclosure, dated "Updated Fall 2025," no program shuts out South Carolina residents and every APRN track meets the state's educational requirements. What shapes your clinicals is local: physician practice agreements, a board regulation written for a different kind of student, and a preceptor tax credit reserved for in-state schools.

USI's answer for South Carolina, program by program
USI's table asks two questions of each program: may residents enroll, and does the curriculum satisfy the state's licensing education rules. South Carolina clears both everywhere the second question applies.

Regulation 91-6 is written for a different student
South Carolina does oversee some programs from other states that train students in its facilities, but the rule has a narrow target. Under R.91-6 in Chapter 91 of the state's regulations, a program headquartered elsewhere needs the Board's approval before running clinicals that lead students to a first license, and it must provide on-site faculty supervision and a written affiliation agreement.
You already hold an RN license, and USI's nurse practitioner tracks are graduate programs. Our research found that R.91-6 says nothing about APRN or RN-to-BSN programs. If a South Carolina site raises it, pass the question to the Nursing Clinical Coordinator so USI answers for itself.
Practice agreements and who can teach you
AANP files South Carolina under restricted practice: an NP needs a physician practice agreement for delegated acts, and controlled-substance supply is limited. Expect your NP preceptor to work inside such an agreement, and expect prescribing lessons to follow its terms.
Eligibility is still USI's call. Physicians and PAs may precept FNP and AGACNP students alongside NPs, which widens the pool in an agreement-based state, while PMHNP students are limited to a PMHNP or a licensed psychiatrist. Where South Carolina NP students search
Greenville-Anderson-Greer is the biggest metro wholly inside the state, with just over a million residents in 2025 Census estimates. Charleston-North Charleston and Columbia follow closely, and about 454,000 South Carolinians live on their side of the Charlotte-Concord-Gastonia metro. Students write to McLeod Health, to Roper St. Francis Healthcare, to Prisma Health, to Lexington Health (Lexington Medical Center) and to MUSC Health, each of which handles student requests its own way.
Section 12-6-3800 of the S.C. Code grants a state income tax credit to unpaid physician, APRN and PA preceptors, but only for rotations of students enrolled in the state's own public or independent colleges, so precepting a USI student falls outside it. Lawmakers in 2024 carried it forward to tax year 2029; one Department of Revenue ruling has not caught up and still gives a 2026 end date.
Licensing on both sides of the Charlotte line
South Carolina and North Carolina share a compact start date, January 19, 2018, which makes a South Carolina multistate license usable at a Charlotte-area site in North Carolina, where the board's graduate-student contact rule applies only to nurses without a North Carolina or multistate license; the North Carolina page explains it. Georgia and North Carolina, the two neighbors, are both compact members, which helps FNP and PMHNP students, since USI credits a video visit only when your license reaches the patient's state.

Questions USI students ask
Can South Carolina residents apply to USI's online PMHNP or FNP program?
Yes. USI's disclosure lists no South Carolina restriction for any nursing program and marks each nurse practitioner row as meeting the state's educational requirements. The table is labeled Updated Fall 2025, so look again before you apply, and read the certificate or BSN-to-DNP row if one of those is your route.
Is a South Carolina NP under a practice agreement allowed to precept me?
Yes, provided USI approves them. The practice agreement shapes the NP's own delegated acts and prescribing, while USI judges a preceptor on its own standards for license, certification in your specialty and experience. For FNP and AGACNP students, the physician on that agreement can also be considered if they practice at your site.
Can a South Carolina resident train at a Charlotte site?
Yes, if the preceptor and site meet USI's rules and your license is valid in North Carolina. A multistate license from South Carolina carries across the line, since both states joined the compact in 2018. The North Carolina site signs its own Clinical Education Agreement with USI before any hours begin.
Does USI need South Carolina Board approval before my clinicals start?
R.91-6 governs programs from other states that prepare students for initial licensure, and our research found no mention of APRN programs in it. Your start depends on USI's approval email and the site's signed agreement. If a site mentions the regulation, forward the question to the Nursing Clinical Coordinator.
