South Dakota residents and the University of Southern Indiana: which NP doors are open
South Dakota is a split answer at the University of Southern Indiana. Residents may enroll in the online MSN nurse practitioner tracks (FNP, AGACNP, PMHNP), but USI's licensure table shuts South Dakotans out of two others: the three post-master's certificates and the APRN versions of the BSN-to-DNP. If the MSN is your route, clinicals in South Dakota run on USI's process with very little extra from the state board.

USI's South Dakota row, and where it closes
USI's Professional Licensure Disclosure ("Updated Fall 2025") lists SD under "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" for seven rows: the four BSN-to-DNP APRN rows (FNP, AGACNP, PMHNP and the Adult-Gerontology Clinical Nurse Specialist, a track closed to new applicants) and all three post-master's certificates. Every one of those rows also marks South Dakota as meeting requirements. That pairing is not an error: the curriculum would satisfy the South Dakota board, yet residents still cannot enroll.

Who this split helps and who it stops
- BSN nurses aiming for NP practice: the MSN in FNP, AGACNP or PMHNP is your open door; the BSN-to-DNP version of the same specialty is closed while you live in South Dakota.
- MSN holders adding a specialty: the post-master's certificates are closed. The post-MSN DNP row is open, but it leads to a doctorate, not a second NP specialty.
- Leadership and RN-to-BSN students: no South Dakota restriction on any of those rows.
- Current USI certificate or BSN-to-DNP students thinking of moving here: USI says a move to a state its graduate program does not recognize ends your ability to continue coursework, active military aside. Read relocating during the program and tell the Program Chair and APRN Director before you sign a lease.
What South Dakota's board expects of an out-of-state program
South Dakota's board takes no approval role for nursing schools based elsewhere; its education FAQ for those schools has said so since a mid-2020 revision. Whoever places a student in hands-on patient care strikes that deal directly with the local preceptor or facility, and for you the deal is USI's Clinical Education Agreement with your site. The board's one ask of an outside APRN program is a faculty member able to teach there, holding the privilege to practice or a South Dakota APRN license. The rule is ARSD 20:48:07:49, and meeting it is USI's job.
Looking past graduation, a new South Dakota NP reaches independence after a 1,040-hour stretch spent under a written collaborative agreement, signed with a physician, a certified NP or a certified nurse midwife; AANP scores the state full practice on that basis. The board's licensure file asks for graduate pharmacology, physiology or pathophysiology, and health and physical assessment, with clinical hours matched to the role and population focus, 500 at minimum. USI's 750 direct hours sit well above that floor.
Sioux Falls, Rapid City and the Minnesota edge
Nearly all of the Sioux Falls metro's roughly 315,000 people live in South Dakota, and Rapid City and the Aberdeen area follow. Three large systems turn up in our research, Avera Health, Monument Health and Sanford Health, and they illustrate where NP preceptors work rather than where USI holds placements. No South Dakota preceptor incentive shows up in our research.
South Dakota's multistate RN licenses date to the compact's January 2018 launch. On the APRN side, the state signed the APRN Compact into law on February 5, 2024, but with five enacting states so far and seven needed, it is not yet running. The Sioux Falls metro also reaches into Minnesota, which is outside the compact and whose residents USI does not enroll, so a Minnesota site means a Minnesota RN license and a conversation with USI first.

Questions USI students ask
Can I enroll in USI's post-master's FNP certificate from South Dakota?
No. USI's disclosure lists South Dakota under Enrollment Not Allowed for all three post-master's certificates, FNP included, even though the same rows say the curriculum meets South Dakota's requirements. Residents can still enroll in the MSN FNP, AGACNP or PMHNP tracks.
Is USI's BSN-to-DNP FNP open to South Dakota residents?
No. The BSN-to-DNP FNP, AGACNP and PMHNP rows all bar South Dakota residents. The BSN-to-DNP Organizational and Systems Leadership row does not, and neither do the MSN NP tracks, so a South Dakota nurse can still reach NP practice through USI's MSN.
Does the South Dakota Board of Nursing approve USI's clinical placements?
No. The board leaves programs from other states unapproved by design and lets each one contract with South Dakota preceptors and facilities itself; its one ask is a faculty member licensed to teach APRN students there. USI's Graduate Clinical Liaison approves your preceptor and site, and the site signs USI's agreement.
What about a Minnesota preceptor near Sioux Falls?
Only with care. Minnesota is not a compact state, so your South Dakota multistate license would not cover a Minnesota clinic; you would need a Minnesota RN license. USI also bars Minnesota residents from every NP program, so confirm with the Graduate Clinical Liaison before you approach a Minnesota site.
