New York and the University of Southern Indiana: closed to online enrollment on every row
If you live in New York, no online nursing program at the University of Southern Indiana will admit you. USI's licensure disclosure, whose date line reads "Updated Fall 2025," lists New York under Enrollment Not Allowed for the RN-to-BSN, both leadership MSNs, all three NP specialties at every level, and every DNP. New York, for its part, requires out-of-state programs to be registered before their students train there.

The whole online column is closed
New York appears under "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" on each of USI's fifteen online nursing rows, including the leadership doctorate that several other closed states can still join. Only the on-campus BSN in Evansville has no residency limit.

The "Meets" entries are USI's view that its NP and DNP curricula would satisfy New York's educational rules for licensure. They sit beside the ban without contradicting it: good coursework, closed door.
NYSED registration comes before any New York rotation
New York regulates the program, not only the student. The State Education Department says online and out-of-state nursing programs need NYSED registration or approval before they place students in clinical rotations anywhere in the state; federal Armed Forces and VA facilities are the exception. NP students face a narrower test still: their own NP program has to hold that registration, and NYSED cautions that training outside one "could also be illegal."
Belonging to SARA is no workaround. New York's higher education evaluators count a licensed-profession rotation as a physical presence in the state, which the Office of the Professions must clear in advance or exempt, whatever reciprocity a school has joined. Anyone can ask about a specific program by writing to opprogs@nysed.gov with its name and address; USI lists no New York registration.
New York NPs gain full practice after 3,600 hours; until then a collaborating physician signs on to their practice agreement and protocols. Downstate, NP students look to Northwell, NewYork-Presbyterian, Mount Sinai and the public NYC Health + Hospitals network; upstate, the University of Rochester Medical Center anchors Rochester, alongside the Buffalo and Albany metros.
Licensing: New York stands apart from the compact
New York never signed on to the Nurse Licensure Compact, and NYSED sends RNs from other states to its own licensing checklist, so a multistate license stops at the state line. That matters beyond rotations: USI counts FNP and PMHNP telehealth hours only when you hold a license where the patient is, so a New York patient on screen means a New York license. A USI student expecting a New York job offer needs relocating during the program before accepting it, because a move outside USI's recognized states means "inability to continue in coursework" unless you are on active military status. Campus BSN graduates bound for New York can take comfort that the Evansville degree is marked as meeting the state's RN licensure rules. Questions USI students ask
Can I take USI's online FNP while living in New York?
No. Every FNP route in the Fall 2025 disclosure, from the MSN through the certificate to the doctorate, is barred to New York residents, even though each row says the curriculum meets New York's requirements. Every other online nursing program USI offers is closed to New York residents too.
As a New Jersey resident, could my USI clinicals be across the river in Manhattan?
Not unless USI's NP program is registered with NYSED, and USI publishes no such registration. NYSED says rotations for students of unregistered NP programs may be illegal, so plan your search in New Jersey, where your compact license already applies, and ask the Graduate Clinical Liaison before contacting any New York site.
Does NYSED's exception for VA and military facilities help a USI student?
It removes the registration requirement for federal Armed Forces and VA sites only. USI would still have to approve the preceptor and site and sign a Clinical Education Agreement, and USI's license rule would still apply, so ask the Graduate Clinical Liaison how it treats a federal facility before you pursue one.
Is New York likely to reopen to USI online students?
USI does not say. Its disclosure has changed between versions, and the up-to-date roster of states open to USI's online nursing courses sits with its Office of Online and Adult Learning. Check the live table before you apply, and ask the graduate nursing program to confirm your state in writing.
