Oklahoma residents and USI's online nursing programs: every row closed
Nothing online at the University of Southern Indiana is open to someone who lives in Oklahoma. USI's Professional Licensure Disclosure ("Updated Fall 2025") files Oklahoma under Enrollment Not Allowed on all fifteen online nursing rows, the RN-to-BSN and the leadership doctorate as well as every NP route, even where it rates the curriculum as meeting Oklahoma's requirements.

Reading Oklahoma's line in USI's table
Oklahoma sits in the "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" column across USI's whole online catalog. Of the sixteen nursing rows on the page, the lone exception is the campus BSN taught in Evansville.

"Meets" next to "Not allowed" looks like a typo but records two separate findings. The coursework clears Oklahoma's educational bar; Oklahomans still cannot sign up.
Oklahoma's three conditions for visiting APRN students
Oklahoma's nursing rules (OAC 485:10-5-12) reserve the formal permission request for schools from elsewhere whose programs end in first-time licensure. A working RN in another state's APRN program skips that request, yet three things must hold. You need an unencumbered right to practice registered nursing in Oklahoma. Whoever on the faculty supervises your clinical work needs an unencumbered Oklahoma license no lower than the level of the course. And the program has to satisfy the Board's education standards for APRNs. USI has published nothing about Oklahoma licenses among its clinical faculty.
AANP classes Oklahoma as restricted. NPs there prescribe only with a written statement that a physician supervises them, a requirement that runs for 6,240 hours, and they may not prescribe any Schedule II drug. Oklahoma's own NP students commonly land in the Oklahoma City and Tulsa metros, at OU Health (the University of Oklahoma's academic system), at INTEGRIS Health or SSM's St. Anthony hospitals, or with Tulsa-area Saint Francis and Hillcrest; Lawton and Enid round out the list.
A tax credit written for preceptors
HB 3351, passed in 2024, turns precepting into a state income tax credit. Oklahoma-licensed physicians, PAs and APRNs whose practice is primary care in Oklahoma earn it per rotation of 160 aggregate hours with APRN, PA or medical learners, capped at ten rotations in a calendar year and awarded in order of application, subject to available funds. The state's Health Care Workforce Training Commission administers it and is accepting 2026 applications. The credit cannot be refunded, can be carried forward five years, and runs for tax years 2026 to 2035.
Nothing in the program summary settles whether a learner from an out-of-state university qualifies, so a preceptor weighing it should get the Commission's answer in writing.
Your license at the Oklahoma border
Oklahoma began issuing multistate licenses the day the enhanced compact took effect in 2018, and its Board says holders of a multistate license from a fellow compact state may practice in Oklahoma. Whether that privilege meets the Oklahoma-license condition for visiting APRN students is for the Board to say. Who this page is for
Anyone already enrolled at USI and eyeing a job in Tulsa or Oklahoma City should start with relocating during the program: USI halts coursework for students who settle outside its recognized states, unless they are on active military duty. Holders of USI's campus BSN will see Oklahoma marked Meets for RN licensure. USI MSN students in Texas, Kansas, Arkansas or Missouri, all open to USI's NP rows, sometimes find the right preceptor a short drive over the line.

Questions USI students ask
Can an Oklahoma resident join USI's online AGACNP program?
No. Oklahoma is on the Enrollment Not Allowed list for all three AGACNP versions, whether MSN, certificate or BSN-to-DNP, in the Fall 2025 disclosure. The table also says the curriculum meets Oklahoma's requirements, but residency is what decides admission.
I live in Fort Smith, Arkansas. Could my USI rotation be in eastern Oklahoma?
Possibly, but check first. Oklahoma expects a visiting APRN student to be able to practice as an RN in Oklahoma, and expects the supervising faculty member to hold an Oklahoma license. Ask the Graduate Clinical Liaison whether USI can meet that faculty condition before you contact anyone in Oklahoma.
Would an Oklahoma preceptor earn the state credit for teaching a USI student?
The credit is written for Oklahoma-licensed physicians, PAs and APRNs in primary care who precept APRN, PA or medical learners. It does not say whether out-of-state students count, so the preceptor should put that exact question to the Commission before counting on it.
Is USI's RN-to-BSN an option for Oklahomans?
No. Unlike North Dakota, Oregon and Pennsylvania, which are closed to USI's NP programs but open to its RN-to-BSN, Oklahoma is on the RN-to-BSN ban list too, and on the list for both leadership MSNs. Only the campus BSN in Evansville remains.
