Wyoming residents and USI: no online enrollment, and a lighter rulebook for neighbors
The University of Southern Indiana does not enroll Wyoming residents in any online nursing program. Its Professional Licensure Disclosure ("Updated Fall 2025") lists Wyoming under Enrollment Not Allowed on every online row, from the RN-to-BSN through each NP specialty to the DNP. For USI students living in a neighboring state USI does enroll, Wyoming's own rules for visiting programs are comparatively light.

What USI's table records for Wyoming
Wyoming's two-letter code appears in the "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" column on all fifteen online nursing rows. The on-campus BSN in Evansville carries no residency restriction.

The "Meets" cells say USI's coursework would qualify a graduate under Wyoming's educational rules. They do not reopen enrollment; USI simply answers the curriculum question and the residency question separately.
Wyoming asks visiting programs for a letter and a contract
Wyoming's nursing board sorts visiting schools into two piles. Pre-licensure LPN and RN programs must ask permission and send supporting documents. Everything past first licensure, from the RN-to-BSN up through MSN, DNP and APRN study, needs no Board approval at all, provided the school has cleared the gate every visitor faces: NC-SARA approval, which USI holds, or registration with the state's education department.
Two obligations remain for that second pile, both set out in the Board's Chapter 6 rules. The school sends the Board a letter each time one of its students is headed for a Wyoming clinical, using the model cover letter the Board posts if it likes. And before any hours begin, the school and the hospital or clinic sign a written contract, which the school keeps ready for the Board to see. In USI terms, that contract is the site's signed Clinical Education Agreement.
AANP lists Wyoming as full practice. With no big metro, the state's NP students spread across regional hospitals: Cheyenne Regional Medical Center in the capital, Banner Health's Wyoming Medical Center in Casper, Ivinson Memorial in Laramie with its UCHealth ties, Campbell County Health in Gillette and Sheridan Memorial further north. Cheyenne, just over 100,000 people, and Casper, about 80,000, are the only metropolitan areas, and Gillette counts as micropolitan. No state preceptor incentive is recorded for Wyoming.
Licensing: compact state, APRN Compact waiting
Wyoming implemented the Nurse Licensure Compact on day one in 2018, and Montana, Utah and Nebraska are compact members too, so nurses from those neighbors can generally practice in Wyoming on their home multistate license. Wyoming has also put the APRN Compact on its statute books, though that agreement idles until a seventh state joins, and five have so far. On USI's side, the rule is simply a clean RN license valid where your hours take place; the RN license page walks through it.

If you are already in a USI program and a job in Cheyenne or Casper tempts you, relocating during the program comes first: settling somewhere USI's graduate program does not recognize brings "inability to continue in coursework," and only active military service is exempt. Questions USI students ask
Can I study USI's online FNP from Cheyenne?
No. The Fall 2025 disclosure closes the family NP track to Wyoming residents in every form USI offers, from the MSN and certificate to the BSN-to-DNP. The same rows rate the curriculum as meeting Wyoming's requirements, but residency governs who can enroll.
I'm a USI MSN student in Montana. Can I do a rotation in Sheridan or Gillette?
Wyoming does not require Board approval for a graduate program's clinicals. USI would notify the Board in writing and have a signed agreement with the facility first, and your Montana multistate license reaches Wyoming. Ask the Graduate Clinical Liaison to confirm before you commit to a Wyoming preceptor.
Can Wyoming residents take USI's online RN-to-BSN?
No. Wyoming is one of nine states on USI's RN-to-BSN ban list, and it appears on every graduate list as well. For a Wyoming nurse, the only USI nursing program without a residency bar is the on-campus BSN in Evansville.
What about Colorado, next door?
Colorado is its own puzzle: USI's table leaves it blank for the MSN NP rows while barring it from the post-master's certificates and the doctoral NP routes. The Colorado page sets out that gap; get USI's answer in writing before relying on it.
