Massachusetts and the University of Southern Indiana: closed NP rows and a two-way cell
The University of Southern Indiana does not accept Massachusetts residents into its online MSN nurse practitioner tracks, its post-master's certificates or any APRN doctorate. On the MSN rows the table also contradicts itself, placing Massachusetts under both "Meets" and "Does Not Meet." Massachusetts nurses can still apply to two USI programs: bachelor's completion for RNs and the organizational leadership doctorate.

The Massachusetts row, cell by cell
USI's Professional Licensure Disclosure, headed "Updated Fall 2025," names MA in its "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" column 13 times: every MSN, every certificate and every APRN doctorate. The online RN-to-BSN, the leadership BSN-to-DNP and the campus BSN leave it off.

Three different answers for one specialty
Take the FNP. Its MSN row files Massachusetts under both licensure columns at once, the certificate row files it only under "Does Not Meet," and the BSN-to-DNP row only under "Meets." AGACNP and PMHNP follow the same pattern, and USI's page carries no footnote on it.
None of this reopens enrollment: each of those rows keeps Massachusetts on its ban list, and a doctoral "Meets" beside a ban just rates coursework apart from residence. The conflict matters to a USI NP student elsewhere who hopes to be licensed in Massachusetts after graduating. Massachusetts' two-part approval for outside programs
Massachusetts reviews outside programs in two stages (244 CMR 6.03(2)). Part A, renewed yearly, clears the out-of-state parent school and has to be on the board's desk six months before any student is placed. Part B covers each individual placement, filed 30 days or more before it, and a student may not begin before the board's approval letter is in hand. Any change needs two weeks' lead and a report to the board inside a week, and the caps are one faculty member per 10 students and one preceptor per 2.
Each criterion on that page concerns prelicensure programs, the ones ending in an NCLEX exam, and RN-to-BSN or graduate study never comes up. Until USI or the board clarifies, treat a Massachusetts clinical site as an open question for the Graduate Clinical Liaison.
Practice rules, systems, and a compact still waiting
AANP's map shows Massachusetts as full practice, yet new NPs there first log two years supervised by an APRN or physician who qualifies, unless equivalent experience wins them a waiver, so a newly certified NP may still be supervised when you meet. Five large systems, Mass General Brigham and Beth Israel Lahey Health plus Boston Medical Center Health System, UMass Memorial Health and Baystate Health, serve metro Boston, Worcester, Springfield and the part of greater Providence on this side of the Rhode Island line. Read them as a sense of where local NP students look, not as USI sites; no Massachusetts preceptor incentive turned up.
Here Massachusetts differs from Rhode Island, New Hampshire and Connecticut, which already honor multistate licenses. In November 2024 Massachusetts signed on to the compact, but its board says the change waits on implementation, targeted for May 2027, with the FBI background-check step conditionally approved in May 2026. Until that date arrives, a USI student's multistate license from next door is no good for Massachusetts patients, in person or by video, so plan on a Massachusetts RN license (RN licenses for clinicals).

Does a multistate license work in Massachusetts yet?
Not yet. The board's target for switching the compact on is May 2027, while NCSBN's implementation table still reads TBD. Until the board announces the change, a nurse who wants to practice in Massachusetts, USI students included, applies for a Massachusetts license through the current process.
Can a Massachusetts nurse enroll in USI's online RN-to-BSN?
By the table's terms, yes: Massachusetts is not on the RN-to-BSN ban list. You arrange your own sites and RN preceptors for the practice experiences of NURS 457, NURS 487 and NURS 492, and the board's out-of-state page never addresses RN-to-BSN work, so ask course faculty how USI treats a Massachusetts site.
Which Massachusetts cell should an MSN student trust?
For enrollment there is no conflict: every NP row bars Massachusetts residents. For licensure after graduation the MSN cell says both yes and no, so rely on a written answer from the Massachusetts board and the Graduate Chair and APRN Director rather than either column.
I live in Rhode Island. Could my USI clinicals be in Massachusetts?
Not on your Rhode Island multistate license while Massachusetts is still implementing the compact; a Massachusetts RN license would be required. The board's two-part review is built around pre-licensure programs, so how it would treat a USI graduate placement is something only the Graduate Clinical Liaison can answer.
