Oregon: closed to USI's nurse practitioner tracks, open to several other programs
No online nurse practitioner program at the University of Southern Indiana will take an Oregon resident, whichever entry point you consider; USI's Professional Licensure Disclosure, labeled "Updated Fall 2025," bars Oregonians from all nine NP rows. Oregon is unusual among the closed states, though: six of USI's online rows, from the RN-to-BSN up to a post-MSN doctorate, still leave it off the ban list.

Nine rows shut, six still open
The "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" column names Oregon on nine rows, all of them nurse practitioner routes: FNP, AGACNP and PMHNP as an MSN, as a post-master's certificate and as a BSN-to-DNP.

Where an NP row reads "Meets" and "Not allowed" together, both are true: USI finds the coursework good enough for Oregon licensure and still keeps Oregonians out of it. The clinical nurse specialist doctorate stopped admitting new students in Summer 2026.
Oregon's board stepped back from graduate placements
Oregon once required Board authorization before an NP student from an out-of-state graduate program could do a practicum there, under OAR chapter 851, division 50. Oregon scrapped it as of July 1, 2021, and when its APRN FAQ asks whether programs based elsewhere must get the Board's approval to place advanced practice students, the printed answer is a flat "No."
Only schools training future PNs and RNs still owe the Board advance notice, one form per track, renewed yearly under OAR chapter 851, division 21. Advanced practice programs are excused, as are degree-completion and leadership programs that lead to no license. Two conditions remain: anyone teaching inside Oregon must be licensed by Oregon, and a school must be authorized through Oregon's higher education commission or through NC-SARA before it enrolls Oregonians. USI holds NC-SARA membership.
Oregon NPs practice with full authority. Students there often look to OHSU, Legacy Health and Providence's Oregon hospitals in greater Portland, to Kaiser Permanente's Northwest region, and to Samaritan Health Services, with Salem, Eugene-Springfield and Bend as the other main metros.
Oregon wants its own RN license
Oregon never adopted the Nurse Licensure Compact, which means the multistate card a Washington or Idaho nurse carries stops at the Oregon line. USI insists on a clean RN license in whatever state your hours happen, so any Oregon clinical day starts with an Oregon license, and FNP or PMHNP telehealth hours with a patient in Oregon need one as well.

Questions USI students ask
Can I do USI's online FNP from Oregon?
No. In the Fall 2025 disclosure, family practice is closed to Oregonians in all three forms USI offers it: master's, certificate and doctorate. Each row also says the curriculum meets Oregon's requirements, which describes the coursework, not your eligibility to enroll.
Which USI programs can an Oregon resident join?
Going by the Fall 2025 table: USI's online degree-completion BSN for working RNs, either leadership master's (education or healthcare systems), the leadership BSN-to-DNP, and the post-MSN DNP. The BSN-to-DNP clinical nurse specialist row is also open to Oregonians, but that track took its last new applicants before Summer 2026.
I live in Vancouver, Washington. Can my USI clinicals be in Portland?
Oregon itself raises no program-approval hurdle for a Washington student's NP rotation. You would need an Oregon RN license, because Oregon is not a compact state, and USI must approve the preceptor and site and sign the Clinical Education Agreement as usual.
Does Oregon still require prior authorization for NP students from other states?
No. The prior-authorization rule in OAR chapter 851, division 50 was repealed effective July 1, 2021. Older guidance that mentions it is out of date; the Board's current APRN FAQ is the page to rely on.
