Pennsylvania residents: USI's NP and DNP doors are shut, three others stay open
The University of Southern Indiana keeps Pennsylvania residents out of every online NP and DNP program it runs, per the Professional Licensure Disclosure it marks "Updated Fall 2025." The online RN-to-BSN and the two leadership MSNs, in Nursing Education and in Healthcare Systems, leave Pennsylvania off their ban lists, and those are where Pennsylvania nurses can still start.

Pennsylvania is named under "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" on twelve rows: every MSN NP track, every post-master's certificate and all six DNP rows, the Organizational and Systems Leadership doctorate included.

For the APRN rows, USI records that its curriculum meets Pennsylvania's educational requirements and bars Pennsylvania residents in the same breath. One finding is about content, the other about where you live, so they do not cancel out.
Clinical rules in Pennsylvania
A search of the Pennsylvania Board of Nursing's regulations and guidance turns up nothing obliging a school from elsewhere to win approval before its students train in the Commonwealth. The Board's Distance Education Application exists, but it serves programs Harrisburg has already approved.
The operative rule is 49 Pa. Code § 21.118. Under it, an out-of-state RN (licensed by another state, a U.S. territory or Canada) who is enrolled in a BSN or graduate nursing program with accreditation can finish the clinicals that program assigns while holding no Pennsylvania license, on one condition: the student is not paid for that work. Anyone who also wants a paying RN job in the state during school applies for licensure by endorsement plus a temporary practice permit.
Change is coming but not to that section. The Board's comprehensive nursing education rulemaking, IRRC number 16A-5141, reached its final-form stage in early September 2026 and goes before the regulatory review commission in mid-October; its annex carries § 21.118 forward with little change.
AANP calls Pennsylvania reduced practice. NPs there never outgrow physician collaboration, which is put in writing and continues for a whole career; to prescribe, an NP needs agreements with two physicians rather than one. NP students across the state look to UPMC around Pittsburgh, to Penn Medicine and Jefferson Health in Philadelphia, to Geisinger in the northeast and center, and to Penn State Health near Harrisburg, alongside the Allentown-Bethlehem-Easton metro.
Licenses: the compact now covers Pennsylvania
Pennsylvania's compact membership became fully operational in July 2025, and since then nurses holding a clean multistate license issued by a fellow member state may practice there on it. That matters because USI sets a higher bar than § 21.118: it wants a valid, unencumbered RN license covering every state you train in, exemption or not. Questions USI students ask
Can a Pennsylvania resident enroll in USI's online PMHNP program?
No. USI's Fall 2025 table shuts Pennsylvanians out of psychiatric NP training whichever door they try, whether master's, certificate or doctorate. The table says the curriculum meets Pennsylvania's requirements, but the residency ban still decides admission.
Can a Pennsylvania resident take USI's post-MSN DNP?
Not according to the Fall 2025 disclosure. Pennsylvania is on the ban list for the post-master's doctorate in Advanced Nursing Practice and for the Organizational and Systems Leadership doctorate, so none of USI's DNP options are open. Several other closed states, Oregon among them, differ here, so compare rows before assuming.
I live in Ohio near Pittsburgh. Could my USI clinicals be in Pennsylvania?
No Pennsylvania rule found requires USI to get state approval first, and Pennsylvania's compact membership means an Ohio multistate license reaches it. USI still has to approve the preceptor and site and obtain a signed Clinical Education Agreement, so talk to the Graduate Clinical Liaison before you commit.
Does § 21.118 mean I need no Pennsylvania-valid license at all?
The regulation excuses an unpaid student RN from holding a Pennsylvania license, but USI's own clinical rule still expects a clean license that is valid where you train. Now that Pennsylvania belongs to the compact, a multistate license from your home state normally satisfies both at once.
