Arizona residents and USI nursing: closed NP tracks, a certificate gap, two open programs
An Arizona address keeps you out of the University of Southern Indiana's online MSN nurse practitioner tracks and its nurse practitioner doctorates, though USI's table says each curriculum meets Arizona's standards. The online RN-to-BSN and the leadership BSN-to-DNP stay open, and the post-master's certificate rows skip Arizona entirely: an inconsistency to settle with USI in writing, not a route to plan on.

Arizona in USI's licensure table
USI's Professional Licensure Disclosure ("Updated Fall 2025") files AZ under "Enrollment Not Allowed for Residents of These States (due to State Nursing Regulations)" for ten rows: the three MSN nurse practitioner tracks, the five APRN doctorate rows (the post-MSN DNP and the closed clinical nurse specialist track among them) and both leadership MSNs.

Every APRN cell reads "Meets," a verdict on coursework measured against the Arizona State Board of Nursing's education rules. It sits comfortably beside a ban, because enrollment follows where you live.
The certificate rows skip Arizona
USI's three post-master's certificates share the MSN's clinical courses and its 750 direct hours, yet their ban list leaves out Arizona (and Mississippi) while the MSN and BSN-to-DNP rows for the same specialties name both. The page gives no reason, so this reads as an inconsistency in the table, not a deliberate opening.
USI's handbook says its Office of Online and Adult Learning keeps the current list of states where USI may teach nursing online. Arizona MSN holders should get a written answer from that office and the Graduate Chair and APRN Director before applying, and assume the ban holds until then. What Arizona asks of out-of-state APRN programs
Arizona's board oversees pre-licensure and APRN programs alike, and its APRN advisory opinion (revised November 2020) makes every program, wherever it is based, apply for approval before a student logs clinical time in Arizona. A track already cleared by its home board, at a nationally accredited school in good standing, gets a shorter review. The school then tracks licenses and placements and reports to the board.
NP preceptors in Arizona must hold the state's own APRN certification plus an RN license valid there, and physician preceptors need an Arizona medical license. Rule R4-19-217 adds that a distance program's supervising clinical faculty carry a license in the state of the clinical.
Students need an unencumbered RN license that works in Arizona, Arizona-issued or multistate; Arizona joined the compact's working members on January 19, 2018. That suits USI students from compact neighbors such as New Mexico or Utah, while a nurse licensed only in California, outside the compact, would need an Arizona license. For FNP and PMHNP telehealth hours, video visits with Arizona patients count only when your license reaches Arizona.
Full practice, greater Phoenix and a dormant grant
AANP counts Arizona as full practice, so an Arizona FNP or PMHNP precepts on their own authority with no physician agreement behind them. Most Arizonans live in the Phoenix-Mesa-Chandler metro, with Tucson a distant second. Arizona law, A.R.S. ยง 36-1806, authorized grants for volunteer preceptors of graduate APRN students, routed through statewide nonprofits such as the Arizona Nurses Association and aimed first at rural primary care. The JLBC's FY 2027 report shows the money ended, with leftovers reverting on June 30, 2026, so treat the grant as dormant.

Questions USI students ask
Can Arizona nurses enroll in USI's online RN-to-BSN?
Yes, going by the table: the RN-to-BSN ban list names nine states and Arizona is not one of them. Practice experiences in NURS 457, NURS 487 and NURS 492 happen at sites you identify with an RN preceptor. Arizona's out-of-state guidance never mentions RN-to-BSN programs, so ask course faculty how USI handles an Arizona site.
Has USI always barred Arizona residents?
No. USI's older state authorization page, archived in November 2023, excluded Arizona from its RN-BSN, MSN and DNP nursing degrees. Today's table lifts the RN-to-BSN restriction and keeps the nurse practitioner ones, so check the disclosure's date before you apply.
I live in New Mexico. Can an Arizona NP precept my USI clinicals?
Only after USI holds Arizona board approval for your track, which the board requires before any clinical hours there. Your preceptor would also need Arizona APRN certification, and your New Mexico multistate license would cover your own RN requirement. USI's pages do not say whether it has Arizona approval, so ask the Graduate Clinical Liaison.
Does Arizona's full practice status change who can precept me for USI?
No. Full practice only means an Arizona NP works without a physician agreement. USI's own standard still decides who may precept you, and Arizona stacks its APRN certification rule on top, so check both before you ask; USI's side is on preceptor requirements.
